Des fonds publics importants sont d\u2019ailleurs offerts pour aider \u00e0 atteindre les objectifs du Canada \u00e0 ce sujet. De nouvelles formes d\u2019intervention r\u00e9glementaire seront cependant n\u00e9cessaires \u00e0 l\u2019int\u00e9gration des nouvelles technologies dans les syst\u00e8mes de services publics r\u00e9glement\u00e9s \u2014 tant pour le gaz naturel que pour l\u2019\u00e9lectricit\u00e9.<\/p>\n<p>En\u00a02020, les organismes de r\u00e9glementation de l\u2019\u00e9nergie de la Nouvelle-\u00c9cosse, de l\u2019Ontario et de la Colombie-Britannique se sont attaqu\u00e9s pour la premi\u00e8re fois \u00e0 ce probl\u00e8me. Le 25\u00a0juin\u00a02021, l\u2019Association canadienne du gaz a organis\u00e9 un webinaire portant sur le r\u00f4le des organismes de r\u00e9glementation et des l\u00e9gislateurs qui, dans la poursuite d\u2019un avenir \u00e0 faibles \u00e9missions, ont examin\u00e9 les possibilit\u00e9s et les d\u00e9fis qui y sont associ\u00e9s ainsi que les changements de pratique et de proc\u00e9dure qui pourraient \u00eatre n\u00e9cessaires dans le futur.<\/p>\n<p style=\"text-align: center;\"><strong>ANIMATEUR<\/strong><\/p>\n<p style=\"text-align: center;\"><strong>Gordon Kaiser<br \/>\n<\/strong>First Canadian Chambers, Toronto<\/p>\n<p>Gordon Kaiser est avocat sp\u00e9cialis\u00e9 en droit de l\u2019\u00e9nergie et de la concurrence; il exerce \u00e0 Toronto et \u00e0 Calgary.<\/p>\n<p>Il est ancien vice-pr\u00e9sident de la Commission de l\u2019\u00e9nergie de l\u2019Ontario et ancien administrateur de la surveillance du march\u00e9 en Alberta. Avant cela, il \u00e9tait associ\u00e9 dans un cabinet d\u2019avocats national o\u00f9 il a plaid\u00e9 devant les tribunaux de cinq provinces, la Cour d\u2019appel f\u00e9d\u00e9rale et la Cour supr\u00eame du Canada.<\/p>\n<p>Kaiser a conseill\u00e9 l\u2019Alberta Utility Commission et la Soci\u00e9t\u00e9 ind\u00e9pendante d\u2019exploitation du r\u00e9seau d\u2019\u00e9lectricit\u00e9 (SIERE) de l\u2019Ontario sur des r\u00e8glements en vertu de la <em>Loi sur l\u2019\u00e9lectricit\u00e9 <\/em>ainsi que le procureur g\u00e9n\u00e9ral du Canada sur des r\u00e8glements en vertu de la <em>Loi sur la concurrence<\/em>. Il a agi dans des litiges portant sur des installations de transmission et de pipelines, des accords d\u2019achat d\u2019\u00e9nergie, des contrats d\u2019approvisionnement en gaz et des contrats d\u2019\u00e9nergie \u00e9olienne et solaire. Il est l\u2019\u00e9diteur de <em>Energy Law and Policy <\/em>et de <em>The Guide to Energy Arbitration<\/em>. Pendant un an, il a \u00e9t\u00e9 professeur invit\u00e9 en droit et en \u00e9conomie \u00e0 la facult\u00e9 de droit de l\u2019Universit\u00e9 de Toronto. Il est actuellement copr\u00e9sident du Forum canadien sur le droit de l\u2019\u00e9nergie, directeur de r\u00e9daction de la <em>Publication trimestrielle sur la r\u00e8glementation de l\u2019\u00e9nergie <\/em>et pr\u00e9sident de la section canadienne de l\u2019Energy Bar Association.<\/p>\n<p style=\"text-align: center;\"><strong>LE PANEL<\/strong><\/p>\n<p style=\"text-align: center;\"><strong>Peter Gurnham<br \/>\n<\/strong>Ancien pr\u00e9sident, Nova Scotia Utilities and Review Board<\/p>\n<p>Gurnham a \u00e9t\u00e9 nomm\u00e9 membre de la Nova Scotia Utility and Review Board le 5\u00a0juin\u00a02003, puis pr\u00e9sident le\u00a023\u00a0octobre\u00a02004. Il prend sa retraite le 1er\u00a0mars\u00a02022.<\/p>\n<p>Il est titulaire d\u2019un baccalaur\u00e9at en \u00e9conomie et en droit de l\u2019Universit\u00e9 Dalhousie \u00e0 Halifax et a \u00e9t\u00e9 nomm\u00e9 conseiller de la reine en\u00a01998. Avant sa nomination \u00e0 la Commission, il a exerc\u00e9 le droit pendant\u00a027\u00a0ans au sein d\u2019un cabinet d\u2019avocats r\u00e9gional du Canada atlantique (Cox &amp; Palmer), o\u00f9 il s\u2019est sp\u00e9cialis\u00e9 en droit administratif et r\u00e9glementaire, et a \u00e9t\u00e9 associ\u00e9 directeur pendant neuf ans. Il a \u00e9galement exerc\u00e9 le droit dans le domaine municipal et de la planification. Il a \u00e9t\u00e9 pr\u00e9sident de CAMPUT : Les r\u00e9gulateurs en \u00e9nergie et de services publics du Canada. Il donne souvent des conf\u00e9rences et des s\u00e9minaires et est l\u2019ancien copr\u00e9sident du cours annuel sur la r\u00e9glementation de l\u2019\u00e9nergie parrain\u00e9 par CAMPUT \u00e0 l\u2019Universit\u00e9 Queens.<\/p>\n<p>Gurnham a \u00e9t\u00e9 actif dans de nombreux groupes communautaires et de bienfaisance et a re\u00e7u plusieurs prix en reconnaissance de son service \u00e0 la collectivit\u00e9.<\/p>\n<p style=\"text-align: center;\"><strong>Joseph T. Kelliher<br \/>\n<\/strong>Ancien pr\u00e9sident, Federal Energy Regulatory Commission (FERC)<\/p>\n<p>Joe Kelliher est l\u2019ancien vice-pr\u00e9sident directeur des affaires r\u00e9glementaires f\u00e9d\u00e9rales de NextEra Energy\u00a0Inc. En tant que vice-pr\u00e9sident directeur, Kelliher \u00e9tait responsable de la gestion des questions r\u00e9glementaires pour les deux principales filiales de NextEra, NextEra Energy Resources et Florida Power\u00a0&amp; Light\u00a0Co. devant les agences f\u00e9d\u00e9rales.<\/p>\n<p>De\u00a02005 \u00e0\u00a02009, il a \u00e9t\u00e9 pr\u00e9sident de la FERC, o\u00f9 il a g\u00e9r\u00e9\u00a01\u00a0400\u00a0employ\u00e9s et un budget annuel de\u00a0260\u00a0millions de dollars. Parmi les faits marquants de sa pr\u00e9sidence, citons la mise en \u0153uvre efficace de <em>l\u2019Energy Policy Act <\/em>de\u00a02005, soit la plus grande expansion du pouvoir r\u00e9glementaire de la FERC depuis les ann\u00e9es\u00a01930.<\/p>\n<p>Kelliher a travaill\u00e9 sur des questions de politique \u00e9nerg\u00e9tique \u00e0 diff\u00e9rents titres pour le gouvernement f\u00e9d\u00e9ral et le secteur priv\u00e9. Il est titulaire d\u2019un baccalaur\u00e9at de la School of Foreign Service de l\u2019Universit\u00e9 de Georgetown et d\u2019un J.D. de l\u2019Universit\u00e9 American Washington College of Law.<\/p>\n<p style=\"text-align: center;\"><strong>David Morton<br \/>\n<\/strong>Pr\u00e9sident et directeur g\u00e9n\u00e9ral, British Columbia Utilities Commission (BCUC)<\/p>\n<p>Morton a \u00e9t\u00e9 nomm\u00e9 pr\u00e9sident et premier dirigeant de la BCUC en d\u00e9cembre\u00a02015. Il est responsable de concr\u00e9tiser la vision de la BCUC, soit \u00eatre un organisme de r\u00e9glementation digne de confiance et respect\u00e9 qui contribue au bien-\u00eatre et aux int\u00e9r\u00eats \u00e0 long terme des Britanno-Colombiens. En plus d\u2019\u00eatre pr\u00e9sident et directeur g\u00e9n\u00e9ral, il est \u00e9galement commissaire \u2014 un r\u00f4le qu\u2019il joue depuis\u00a02010. Il consid\u00e8re qu\u2019il s\u2019agit d\u2019un \u00e9l\u00e9ment cl\u00e9 de son r\u00f4le de leadership. Par cons\u00e9quent, il continue de participer, habituellement \u00e0 titre de pr\u00e9sident du Comit\u00e9, \u00e0 un certain nombre de s\u00e9ances cl\u00e9s. Une proc\u00e9dure importante qu\u2019il a r\u00e9cemment dirig\u00e9e est l\u2019enqu\u00eate sur le site C, la plus importante jamais entreprise par la BCUC.<\/p>\n<p>Morton poss\u00e8de \u00e9galement plus de\u00a025\u00a0ann\u00e9es d\u2019exp\u00e9rience en tant que consultant dans le secteur des technologies de l\u2019information. Il est ing\u00e9nieur professionnel en Colombie-Britannique, est titulaire d\u2019une licence en comptabilit\u00e9 de la Soci\u00e9t\u00e9 des comptables en management du Canada et est accr\u00e9dit\u00e9 aupr\u00e8s de l\u2019IAS. Titulaire du titre D d\u00e9cern\u00e9 en\u00a02013 par l\u2019Institute of Corporate Directors et d\u2019un baccalaur\u00e9at en sciences appliqu\u00e9es de l\u2019Universit\u00e9 de Toronto, M.
