Tout en notant qu\u2019il ne s\u2019agit pas du premier plan climatique au Canada, il estime qu\u2019\u00ab\u00a0il pourrait \u00eatre le plus important\u00a0\u00bb. Son scepticisme apparent est toutefois r\u00e9v\u00e9l\u00e9 dans son sous-titre : \u00ab\u00a0Un assortiment d\u2019ambitions, d\u2019actions, de lacunes et de plans de planification\u00a0\u00bb.<\/p>\n<p>Il semblait appropri\u00e9 de suivre la conclusion g\u00e9n\u00e9rale de Wright en demandant de \u00ab\u00a0regarder derri\u00e8re les \u00e9tiquettes\u00a0\u00bb dans le d\u00e9bat sur les changements climatiques. Dans \u00ab\u00a0Tout ce qui brille n\u2019est pas vert ou renouvelable\u00a0\u00bb, Andrew Roman soutient que le mot \u00ab vert \u00bb est utilis\u00e9 dans le d\u00e9bat comme un terme \u00ab\u00a0d\u2019ob\u00e9issance politique\u00a0\u00bb. Il souligne que dans le Plan de r\u00e9duction des \u00e9missions pour 2030, \u00ab\u00a0vert\u00a0\u00bb appara\u00eet 216\u00a0fois et \u00ab\u00a0renouvelable\u00a0\u00bb\u00a0150\u00a0fois, mais aucun des deux termes n\u2019est d\u00e9fini. Dans le d\u00e9bat, soutient-il, on devrait cesser d\u2019utiliser ces \u00e9tiquettes et plut\u00f4t examiner les m\u00e9rites des diverses formes d\u2019\u00e9nergie, y compris leur fiabilit\u00e9 et leur co\u00fbt.<\/p>\n<p>Une semaine \u00e0 peine apr\u00e8s la publication du Plan de r\u00e9duction des \u00e9missions pour 2030, le ministre f\u00e9d\u00e9ral de l\u2019Environnement et du Changement climatique a annonc\u00e9 sa d\u00e9cision selon laquelle le projet d\u2019exploitation p\u00e9troli\u00e8re de Bay du Nord, situ\u00e9 \u00e0 environ 500\u00a0kilom\u00e8tres au large de St. John\u2019s, \u00e0 Terre-Neuve-et-Labrador, \u00ab\u00a0n\u2019est pas susceptible d\u2019entra\u00eener des effets environnementaux n\u00e9gatifs importants\u00a0\u00bb, ce qui ouvre la voie \u00e0 la r\u00e9alisation du projet par l\u2019entremise de plusieurs \u00e9tapes r\u00e9glementaires restantes. L\u2019un de nos directeurs de r\u00e9daction, Rowland Harrison, examine ce d\u00e9veloppement important dans \u00ab\u00a0Projet de production p\u00e9troli\u00e8re extrac\u00f4ti\u00e8re de Bay du Nord\u00a0franchit le seuil r\u00e9glementaire\u00a0\u00bb.<\/p>\n<p>La d\u00e9cision du ministre concernant le projet Bay du Nord a \u00e9t\u00e9 prise en vertu des dispositions transitoires de la <em>Loi sur l\u2019\u00e9valuation d\u2019impact<\/em><sup>[1]<\/sup> f\u00e9d\u00e9rale. Moins d\u2019un mois plus tard, la Cour d\u2019appel de l\u2019Alberta a rendu sa d\u00e9cision selon laquelle la Loi \u00e9tait inconstitutionnelle, au motif qu\u2019elle modifierait de fa\u00e7on permanente le partage des pouvoirs et placerait pour toujours les gouvernements provinciaux dans une impasse \u00e9conomique contr\u00f4l\u00e9e par le gouvernement f\u00e9d\u00e9ral.
