{"id":1767,"date":"2017-06-16T14:02:26","date_gmt":"2017-06-16T14:02:26","guid":{"rendered":"http:\/\/www.energyregulationquarterly.ca\/?p=1767"},"modified":"2022-06-24T15:26:48","modified_gmt":"2022-06-24T15:26:48","slug":"editorial-14","status":"publish","type":"post","link":"https:\/\/energyregulationquarterly.ca\/fr\/editorials\/editorial-14","title":{"rendered":"\u00c9ditorial"},"content":{"rendered":"<p>Le march\u00e9 de l\u2019\u00e9lectricit\u00e9 en Alberta conna\u00eet de grands changements, en vue de la mise en place de certains \u00e9l\u00e9ments du <em>Climate Leadership Plan <\/em>de la province, annonc\u00e9 le 22\u00a0novembre 2015<sup>1<\/sup>. Les principales composantes de ce plan sont les suivantes\u00a0:<\/p>\n<p>un retrait progressif acc\u00e9l\u00e9r\u00e9 de la production d\u2019\u00e9lectricit\u00e9 \u00e0 partir du charbon d\u2019ici 2030;<\/p>\n<ul>\n<li>une taxe sur le dioxyde de carbone \u00e0 l\u2019\u00e9chelle de l\u2019\u00e9conomie;<\/li>\n<li>un plafond absolu pour les \u00e9missions provenant de l\u2019exploitation de sables bitumineux;<\/li>\n<li>un plan de r\u00e9duction des \u00e9missions de m\u00e9thane<sup>2<\/sup>.<\/li>\n<\/ul>\n<p>\u00c0 maintes reprises, la province a utilis\u00e9 le plan comme argument de vente pour soutenir l\u2019approbation des ol\u00e9oducs se prolongeant jusqu\u2019\u00e0 la mer<sup>3<\/sup>.<\/p>\n<p>Environ 39\u00a0% de la capacit\u00e9 de production d\u2019\u00e9lectricit\u00e9 install\u00e9e de l\u2019Alberta d\u00e9pend du charbon et la r\u00e9alisation du retrait progressif de toutes les installations de production d\u2019\u00e9lectricit\u00e9 \u00e0 partir du charbon d\u2019ici 2013 est un objectif ambitieux. Cet objectif a n\u00e9anmoins \u00e9t\u00e9 \u00e9tabli dans la <em>Loi sur l\u2019\u00e9lectricit\u00e9 renouvelable<\/em><sup>4, <\/sup>laquelle a \u00e9t\u00e9 pr\u00e9sent\u00e9e en novembre\u00a02016.<\/p>\n<p>Dans leur article intitul\u00e9 \u00ab\u2005Le march\u00e9 d\u2019\u00e9lectricit\u00e9 de l\u2019Alberta en pleine \u00e9volution \u2013 Le point sur les r\u00e9cents changements et d\u00e9veloppements\u2005\u00bb, Kimberly\u00a0Howard et Gordon\u00a0Nettleton examinent la restructuration du march\u00e9, depuis un r\u00e9gime enti\u00e8rement d\u00e9r\u00e8glement\u00e9 jusqu\u2019\u00e0 un syst\u00e8me hybride int\u00e9grant des m\u00e9canismes de paiement de la capacit\u00e9.<\/p>\n<p>La r\u00e9forme du march\u00e9 de l\u2019\u00e9lectricit\u00e9 est \u00e9galement amorc\u00e9e en Ontario par la Soci\u00e9t\u00e9 ind\u00e9pendante d\u2019exploitation du r\u00e9seau d\u2019\u00e9lectricit\u00e9 (IESO), le premier remaniement important de ce march\u00e9 depuis ses d\u00e9buts il y a 15\u00a0ans. La port\u00e9e de la r\u00e9forme pr\u00e9vue du march\u00e9 est examin\u00e9e par Johannes\u00a0Pfeifenberger et al dans leur article intitul\u00e9 \u00ab R\u00e9former le march\u00e9 de gros de l\u2019\u00e9lectricit\u00e9 de l\u2019Ontario : les co\u00fbts et les avantages \u00bb. L\u2019article est fond\u00e9 sur les travaux entrepris par Brattle Group pour le compte de l\u2019IESO. L\u2019analyse a permis de conclure que l\u2019initiative de r\u00e9forme \u00ab\u2005peut att\u00e9nuer ou \u00e9liminer de nombreuses inefficacit\u00e9s existantes associ\u00e9es \u00e0 la conception actuelle du march\u00e9 et g\u00e9n\u00e9rer des profits nets consid\u00e9rables pour la province\u2005\u00bb.<\/p>\n<p>Dans leur article intitul\u00e9 \u00ab\u2005Les entreprises manufacturi\u00e8res d\u00e9m\u00e9nageront-elles en r\u00e9action \u00e0 la hausse des tarifs d\u2019\u00e9lectricit\u00e9?\u2005\u00bb, Ahmad Faruqui et Sanem Sergici concluent que la relocalisation des industries n\u2019est clairement pas dict\u00e9e uniquement par le prix de l\u2019\u00e9lectricit\u00e9, et que de nombreux facteurs sont pris en compte dans la d\u00e9cision de d\u00e9m\u00e9nager, y compris les co\u00fbts op\u00e9rationnels comme les frais de main-d\u2019\u0153uvre et les taxes, l\u2019acc\u00e8s aux mati\u00e8res brutes et l\u2019acc\u00e8s aux march\u00e9s. Les conclusions sont fond\u00e9es sur les variations des tarifs industriels aux \u00c9tats-Unis, mais les auteurs \u00ab\u2005sont d\u2019avis que des conclusions semblables seraient tir\u00e9es d\u2019un examen des donn\u00e9es canadiennes\u2005\u00bb. L<strong>\u2019<\/strong><em>ERQ <\/em>esp\u00e8re que cet article stimulera la g\u00e9n\u00e9ration de donn\u00e9es et la r\u00e9alisation d\u2019analyses de ce c\u00f4t\u00e9-ci de la fronti\u00e8re.<\/p>\n<p>L\u2019exploration p\u00e9troli\u00e8re et gazi\u00e8re au large de la Colombie-Britannique a connu des ann\u00e9es quelque peu mouvement\u00e9es, au cours desquelles elle a notamment \u00e9t\u00e9 frapp\u00e9e de moratoires sur le forage et la circulation des p\u00e9troliers le long de la c\u00f4te nord. Le statut de ces moratoires n\u2019a pas toujours \u00e9t\u00e9 clair. Cependant, \u00e0 la mise sous presse de ce num\u00e9ro de l\u2019<em>ERQ<\/em>, le gouvernement f\u00e9d\u00e9ral avait pr\u00e9sent\u00e9 un projet de loi pour officialiser le moratoire sur la circulation des p\u00e9troliers. L\u2019historique du moratoire et du projet de loi propos\u00e9 a \u00e9t\u00e9 examin\u00e9 par David\u00a0Bursey et Charlotte\u00a0Teal dans leur article intitul\u00e9 \u00ab\u2005Proposition de loi sur le moratoire relatif aux p\u00e9troliers- un aper\u00e7u de l\u2019histoire du moratoire \u00bb. Les auteurs concluent que les options de restrictions \u00e0 l\u2019exportation augmenteront les co\u00fbts et les complications pour les ressources p\u00e9troli\u00e8res canadiennes en d\u00e9veloppement en vue de leur exportation. Ce perp\u00e9tuel d\u00e9bat se poursuivra, pendant que ce projet de loi est \u00e9tudi\u00e9 par le Parlement.<\/p>\n<p>Les m\u00e9canismes d\u2019\u00e9tablissement du prix des \u00e9missions de dioxyde de carbone sont bien s\u00fbr tous ax\u00e9s sur la r\u00e9duction de ces \u00e9missions. Toutefois, l\u2019efficacit\u00e9 de ces m\u00e9canismes n\u00e9cessite la r\u00e9alisation d\u2019autres \u00e9tudes empiriques, ce qui suppose que la transparence dans leur application serait pertinente. Dans une r\u00e9cente d\u00e9cision, la Commission de l\u2019\u00e9nergie de l\u2019Ontario a refus\u00e9 d\u2019exiger l\u2019inclusion de frais li\u00e9s aux syst\u00e8mes de plafonnement et d\u2019\u00e9change en tant que ligne distincte sur les factures des clients, malgr\u00e9 l\u2019utilit\u00e9 \u00e9ventuelle et malgr\u00e9 le soutien g\u00e9n\u00e9ral \u00e0 l\u2019\u00e9gard d\u2019une telle transparence. Dans son article intitul\u00e9 \u00ab\u2005Le syst\u00e8me de plafonnement et d\u2019\u00e9change et la transparence des prix\u00a0: analyse de la d\u00e9cision de la CEO dans le dossier EB-2015-0363\u2005\u00bb, Moin Yahya conclut que la Commission a manqu\u00e9 une occasion pr\u00e9cieuse de contribuer \u00e0 la science sur le comportement du client \u00e0 l\u2019\u00e9gard des \u00e9missions.<\/p>\n<p>Enfin, dans ce num\u00e9ro de l\u2019<em>ERQ<\/em>, l\u2019un de vos r\u00e9dacteurs en chef, Rowland Harrison, examine l\u2019article de Dennis\u00a0McConaghy, cadre sup\u00e9rieur retrait\u00e9 chez TransCanada Corp. intitul\u00e9 \u00ab\u2005DYSFUNCTION\u00a0:<em> Canada after Keystone<\/em>\u00a0<em>XL<\/em><em>\u2005<\/em>\u00bb.
